Presentation of experimental projects with animals
The Animal Experimentation Ethics Committee (CEEA) at the Universitat Autònoma de Barcelona (UAB) evaluates all projects that use experimental animals, uploading the information using the application on the intranet, following the procedure described in: Project presentation and evaluation.
The researcher must present the project using the associated procedure(s). The project will be reviewed by the animal welfare advisor (ABA) in the facility where the project will be carried out and will subsequently be evaluated by all CEEA members at the subsequent meeting. Once the CEEA produces a favourable report on the project, it must be processed by an authorised body and subsequently by the competent body (Government of Catalonia), so that the project can be communicated or authorised.
A project is understood as a work programme with a defined scientific objective and in which one or more procedures are carried out.
1. Type I projects are projects in which the following three circumstances occur simultaneously:
-
They involve only procedures classified as "non recovery", "mild" or "moderate".
-
They do not use primates.
-
They are carried out to meet legal or regulatory requirements, or for production or diagnostic purposes by established methods.
2. Type II projects are projects in which the following circumstances occur simultaneously:
-
They involve only procedures classified as "non recovery", "mild" or "moderate".
-
They do not use primates.
3. Type III projects are all other projects.
To extend the authorisation or communication of an animal experimentation project, this must be requested prior to the end of the validity period (6 months).
Regarding the classification of the severity of animal testing procedures (art. 27 of Royal Decree 53/2013, of 1 February), the technical report on experimental procedures must include a classification of the severity of the procedure (non-recovery, mild, moderate or severe).
Annex IX of Royal Decree 53/2013, of 1 February, establishes the classification criteria.
In the case of type II and III projects, the researcher responsible must submit, together with the project documentation, a Non-Technical Summary (it is compulsory that this be written in Spanish).
These summaries provide information to interested citizens about the reasons and ways in which animals are used for scientific or educational purposes.
These summaries are anonymous and do not contain names or addresses of users or individuals. The competent bodies publish the non-technical summaries of the authorised projects and any updates that are made to them.
Publication of Non-technical abstracts. Ministry of Agriculture, Fisheries and Food.
Retrospective evaluation will only be mandatory for type III projects and type I and II projects only in cases that are classified as severe. This retrospective evaluation will be carried out by the authorised body. The following will be evaluated:
-
Whether the project objectives have been achieved.
-
The harm inflicted on animals, including the number and species of animals used, and the severity of procedures; and
-
Any of the elements that may contribute to a better application of the requirement of replacement, reduction and refinement.
